White House Releases American Jobs Plan

March 31 President Joe Biden announced his American Jobs Plan, a $2.25 trillion infrastructure proposal focused on transportation, caregiving, manufacturing, housing, schools, water, broadband, and the power grid.

The plan would be funded by several tax changes to corporate income, including increasing the corporate tax rate to 28 percent, from 21 percent, and imposing a 15 percent minimum tax on income reported to shareholders by large corporations.

The President’s plan also proposes labor and employment reforms, calling on Congress to pass the Protecting the Right to Organize (PRO) Act (H.R. 842). The plan seeks to guarantee union rights for public sector workers and requires employers that benefit from new infrastructure investments to remain neutral in union elections and collective bargaining. It also seeks to address the gender pay gap and eliminate subminimum wages.

Of note, the White House’s high-level outline of the plan has not been translated into legislation by Congress, which will provide actual details about what may or may not be included.

House Speaker Nancy Pelosi (D-CA) has said she wants the House to pass an infrastructure bill by July 4. Senate Majority Leader Chuck Schumer (D-NY) is still weighing whether the budget reconciliation tool should be used to bypass the 60-vote filibuster threshold in the Chamber to pass the forthcoming legislation.

At this point, Republicans in Congress are not supporting the White House’s proposal, and it is unlikely that Democrats will be willing to work to reach a compromise with Republicans to help move this package.
