Short-term Funding Bill Passed as Congress Negotiates COVID Relief

President Trump signed a one-week stopgap spending bill on December 11, preventing a federal government shutdown as funding was set to run out at midnight. The bill, H.R. 8900, keeps the government operating on current spending levels through December 18, setting a new deadline for an “omnibus” spending package for fiscal year 2021 to be passed.

The short-term funding measure came as members of Congress sought to give themselves more time to negotiate the details of a COVID-19 relief package that could be attached to the larger funding bill. Exposure liability protections for businesses and funding for state & local aid continue to be the critical points of division between Republicans and Democrats in a relief bill. A $908 billion relief package developed by a bipartisan group of lawmakers is viewed as a top contender for the deal, as it may be split into two parts, with one part containing more contentious provisions and the other including proposals that have unanimous support.
