House of Representatives Passes Partisan Budget Resolution

The House passed a $3.5 trillion budget resolution, formally kicking off the budget reconciliation process that will textualize President Biden’s economic and social agenda to create a paid leave program, address climate change, reform taxes, and expand health coverage and education benefits into a future reconciliation bill.

The resolution faced an uncertain fate as nine moderate Democrats threatened to withhold the votes necessary for passage unless the hard infrastructure bill passed by the Senate to improve the nation’s roads, bridges, pipes, and ports was brought to the floor for a vote. House Speaker Nancy Pelosi intended to prevent the hard infrastructure bill from going to the floor until the Senate passed a future reconciliation bill. Ultimately, a deal was struck between moderate Democrats and leadership to hold a vote on the hard infrastructure package by September 27.

The budget resolution passed by a vote of 220 – 212 with no Republicans voting in favor. Democrats remain united, but serious schisms between progressive and moderate Democrats remain concerning how much to spend on the future reconciliation bill and the extent to which it should be financed through tax increases.
