2015 IWLA Council Summit & Regulatory Fly-in

The council meetings will be on Wednesday, Oct. 21 from 1 to 5 p.m., and the government affairs meeting on Thursday from 8 to 11 a.m. followed by congressional and regulatory visits.

Members who handle food or chemicals – or whose business includes dealing with transportation issues of all kinds – are invited to the Oct. 21 & 22 IWLA Council Summit & Regulatory Fly-in. The IWLA Food Council, the IWLA Chemical Council, and the IWLA Transportation Advisory Council are organizing half-day educational and networking sessions Oct. 21 in their specialty areas.

This event, in conjunction with IWLA’s semiannual convergence in the U.S. capital, is the perfect opportunity for IWLA members discuss timely issues and hear from congressional and regulatory experts. In addition, on Oct. 22 many attendees will meet personally with their congressional contacts to share the warehouse logistics perspective on legislation.

IWLA Chemical Council
The IWLA Chemical Council will shed light on three areas:

  • The Globally Harmonized System of Classification and Labeling

In June, the U.S. Occupational Safety & Health Association’s (OSHA) Hazard Communication Standards went into effect. These standards establish universal criteria for the classification of health, physical, and environmental hazards. They specify what information should be included on hazardous chemicals’ labels and on safety data sheets.

Experts will discuss implementation strategy and will take a close look at additional guidance OSHA generated since June, during the transition period into compliance and enforcement.

  • Process Safety Management (PSM) of Highly Hazardous Chemicals

These OSHA standards contain important tools and training to keep employees safe when handling chemicals. Recently OSHA released requirements based on the concentration levels of a hazardous chemical while involved in a manufacturing process. The standards now align with similar standards issued by the U.S. Environmental Protection Agency. The council is requesting a speaker from the National Association of Chemical Distributors to educate members about measurement of the concentration levels and the threshold quantities now requiring PSM standards.

  • Chemical Facility Anti-terrorism Standards

Anti-terrorism standards from the U.S. Department of Homeland Security are designed to identify high-risk chemical facilities and provide guidance on safety and security in those facilities. Attendees will learn how these facilities must meet performance-based security standards and be subjected to higher levels of standards and security. 

IWLA Food Council

Plans for the IWLA Food Council include a presentation from a food manufacturer. This representative will address the qualities manufacturers look for in a warehouse logistics provider. The session will include a special emphasis on the manufacturer’s work with and expectations from the U.S. Department of Agriculture.

As the U.S. Food Safety Modernization Act goes into effect in August 2015, the council is tapping an expert from within an IWLA-member warehousing company to address and interpret the final FDA guidance. Attendees will learn the best course of action for compliance. IWLA Washington Representative Pat O’Connor will be on hand to present an overview of the food-handling landscape.

Some of the best resources are fellow members. To facilitate networking and help members connect, the plans roundtable discussions moderated by interested volunteers. There are many possible topics:

  • Organic Certification
  • Cold Storage Issues
  • Inspections/Horror Stories
  • Recalls
  • Allergens/Cross Contamination
  • Transportation-related Concerns
  • Pest Control
  • Environmental Controls
  • Repackaging & Storage Requirements for Food Packaging

And, as many members who handle food seek certification, the council plans a session specifically focused on the BRC process. How does it work? What can you expect? Peter Wilson, who has lived through the BRC process, will share the Sonwil story.

IWLA Transportation Advisory Council

The IWLA Transportation Advisory Council tackles so much more than rail. While warehousing companies are still bouncing back from the West Coast port shutdowns, there are several new transportation problems – and possible opportunities – on the horizon:

  • The U.S. Surface Transportation Board is evolving. U.S. Senate Committee on Commerce, Science, and Transportation Chairman Sen. John Thune (R-S.D.) introduced Surface Transportation Board Reauthorization Act to strengthen the STB’s autonomy and modernize the process of resolving rail issues effectively. The act addresses an outdated system that increases costs. It also aims to remedy an inefficient resolution dispute processes by strengthening the board’s authority. The council invited Jeanne Sebring, STB Advisory Committee member, to address how this bill impacts the board.
  • Railroad capacity issues continue to affect the supply chain. Union Pacific recently had a computer system malfunction that caused a domino effect. A shrinking boxcar – a smaller “intermodal-friendly” car that can be transferred by rail or truck – and the need by several industries (including paper and lumber) whose heavy loads will still require a traditional boxcar, means more transportation headaches. A Norfolk Southern representative is invited to address the railroads’ perspective on the capacity issues, shortages, demurrage, and how rails/warehouses/shippers can work as a cohesive unit.
  • The Highway Transportation Fund is in limbo as the July 31 temporary funding deadline expires. Several ideas on possible sources of funding for this $350 billion long-term investment add complexity to the issue. Add to this the reality of extended 33-foot trailers and pending legislation the will greatly affect driver houses, and there are major transportation issues on the horizon. Council-member experts will discuss any new requirements surrounding these truck provisions and seek members’ insight.
