Program Overview & Faculty

New/evolving legislation and regulations make doing business in California a moving target. IWLA California Chapter members have an advantage: Face-to-face meetings that provide insight into legislative activities and peer discussion about how to best handle these emerging issues. 

Our expert speakers will discuss small business considerations, Southern California growth and economic trends in logistics, the jobs roadmap, contracts, labor and federal wage and hour laws, and the political impacts/considerations for the 2016 presidential election.

10 - 10:15 a.m. – Welcome: Legislative, Federal and Regulatory Update

- Mike Williams, Executive Director Government Relations, IWLA California Chapter

10:15 - 10:45 a.m. – Jobs, Infrastructure, and the Election: What to Expect - Mike Gipson, Assemblymember 64th Assembly District

Assemblymember Mike Gipson will discuss some of the initiatives he has spearheaded to provide jobs in logistics and future plans for job and infrastructure improvements in the 64th Assembly District. He will also provide an update on the on the 2016 presidential race.

Gipson, first elected to the California State Assembly in November 2014, represents the communities of Carson, Compton, Gardena, Harbor Gateway, Lynwood, North Long Beach, Rancho Dominguez, South Los Angeles, Torrance, Watts/Willowbrook, and Wilmington.

In various capacities, he has been serving the people of the 64th District his entire life. As a peace officer, legislative staff, elected official, and labor organizer, Gipson’s dedication to the residents of the South Bay is a testament to his heart and enthusiasm for helping others.

10:45 - 11:30 a.m. - Southern California Transportation & Warehouse Capital Investment Projections

- Hasan Ikhrata - Southern California Association of Governments, Executive Director

Hasan Ikhrata will provide an update from the Southern California Association of Governments (SCAG) regarding assessment of overall growth and economic trends in the region with strategic direction for future transportation capital investment. He will also disclose the economic projections for 2016-2017 trade and commerce, by commodities throughout southern California and what SCAG is doing to assist facilities who move or store freight.

Ikhrata has more than 25 years of public- and private-sector experience in transportation planning in the Southern California region. Prior to joining SCAG in 1994,  Ikhrata worked for the Los Angeles County Metropolitan Transportation Authority for four years. He also worked for the South Coast Air Quality Management District for two years managing transportation and air quality-related projects.

11:40 a.m. - 12:15 p.m. – Small Business Considerations for 3PLs            

- John Kabateck - CEO Kabateck Strategies

John Kabateck will discuss small business considerations from the National Federation of Independent Business’s perspective and how to position your business and organization front and center to help navigate you through the treacherous regulatory and legislative environment in California. He will also discuss his perspective of the political impacts/considerations of the 2016 presidential election.

For eight years, Kabateck served as NFIB California Executive Director.  At NFIB, he was responsible for the recruitment, outreach and involvement of upward of 23,000 small and independent business owners from retail, restaurants, agriculture and other key sectors. He has led successful efforts to protect small businesses from higher taxes, including split roll/Prop 13 reform, frivolous “shakedown” lawsuits, and over-regulation, and was involved in aggressive ballot and legislative efforts.

As legislative director and vice president of the California Restaurant Association, Kabateck led successful efforts to mobilize small business restaurateurs and their employees to engage in statewide campaigns addressing such issues as meal and rest periods, minimum wage, and paid sick leave. His State Capitol experience includes service as senior staff to two California Governors and as Chief of Staff to a ranking member of the assembly.

12:15 - 1 p.m. – Labor Law & Contract Considerations

Kevin Phillips – Partner, Scopelitis Garvin Light Hanson & Feary

Kevin Phillips, partner at Scopelitis Garvin Light Hanson & Feary, is an expert at warehousing law. He has defended warehouse operators in a variety of cases and he has been instrumental in drafting and honing warehousing and transportation documents.

Phillips will discuss standard terms and conditions for your contracts and give you action items and approaches to educate your customers to ensure your approach is sound. Additionally, he will discuss building codes and labor considerations including hours of service and federal wage-and-hour-laws.
