2014 IWLA California Fall Meeting & Issue Update
Program Overview & Faculty
The IWLA California Fall Meeting provides members with a year-to-date report on California legislative activities that will impact their businesses. Two major areas of IWLA focus in 2014 have been the “Tank the Tax” Campaign (to delay transportation fuels under the cap) and AB 1897 (Hernandez) addressing labor contracting/client liability.
In addition to this review, the event includes industry experts who will discuss economic trends, capital investment, and port throughput. Speakers and attendees will examine a positive job-creation program to enable our industry to weather or repeal pending regulations from CARB and SCAQMD. This is an information- and strategy-intensive session.

Introductions & Opening Remarks - Mike Williams, IWLA California Government Affairs
Southern California Transportation & Warehouse Capital Investment Projections - Hasan Ikhrata, Executive Director, Southern California Association of Governments
Hasan Ikhrata will update attendees about overall growth and economic trends in the region, including strategic direction for future transportation capital investment. He will also disclose the economic projections for 2014-2015 trade and commerce and what SCAG is doing to assist facilities who move or store freight.
About the speaker: Hasan Ikhrata has more than 25 years of public- and private-sector experience in transportation planning Southern California. Prior to joining SCAG in 1994, Ikhrata worked for the Los Angeles County Metropolitan Transportation Authority. He also worked for the South Coast Air Quality Management District managing transportation and air-quality-related projects.
Corporate & Federal Legislative Update - Steve DeHaan, President & CEO, IWLA
3PLs: Pulse of the Ports - Jonathan Gold, Vice President of Supply Chain & Customs Policy, National Retail Federation
Jonathon Gold will discuss the pulse of the ports from the NRF perspective with the recent updates and issues that directly impact the warehouse logistics/3PL industry.
About the speaker: Gold is the primary spokesperson and is responsible for representing NRF before Congress and the administration on supply chain, international trade, and customs-related issues impacting the retail industry. Before joining CBP, Gold spent nearly a decade with the Retail Industry Leaders Association holding several government relations positions including director and then vice president of international trade policy before being named vice president of global supply chain policy in January 2005.
Challenges facing the Goods Movement Sector - Peter Herzog, Assistant Director of Legislative Affairs, Commercial Real Estate Association, SoCal Chapter (NAIOP)
Peter will provide an update on the South Coast Air Quality Management District (SCAQMD) and their white papers to “transform” the goods movements industry, their hi-cube warehouse study and the port back-stop rule (indirect source rule). All of this leading up to the 2016 Ozone AQMP that has the potential to have a drastic impact on IWLA members.
About the speaker: Peter has over 20 years of public policy experience both as an elected official and professionally on behalf of NAIOP and other business interests. He has also served on numerous State and Regional committees and commissions that dealt with transportation, land use, and regulatory matters.
Job Creation and 2014 Republican Platform - Bob Huff, California State Senate, 29th Distric
Sen. Bob Huff will discuss job creation and regulations in California specific to 3PLs/warehouse logistics. Additionally, he will discuss the Republican platform call to action for the 2014 midterm elections.
About the speaker: Sen. Huff serves represents the 29th district covering portions of Los Angeles, Orange, and San Bernardino Counties. He is an experienced businessman and an accomplished legislator who advocates for streamlining government regulations that strangle job creation. His leadership positions include Republican Caucus chairman and vice-chairman of the Senate Budget and Fiscal Review Committee. He serves as a member of the Senate Education Committee, Joint Committee on Rules and the San Gabriel Valley Legislative Caucus.
